A project aimed at improving the energy efficiency of residential buildings has been launched in Belarus

Belarus is starting a new project run by UNDPthe Global Environment Facility and the Department of Energy of the State Committee for Standardization. The project’s title is "Improving the Energy Efficiency of Residential Buildings in the Republic of Belarus."

The aim of the project, planned for 4 years, is to reduce energy consumption during the construction and operation of residential buildings and to achieve a corresponding reduction in greenhouse gas emissions. The main focus of the project will be the development and effective implementation of new methods of designing residential buildings and construction standards with appropriate schemes for energy efficiency certification.

In particular, the project will enable the achievement of the following objectives:

• To provide support to the strengthening of the legal and regulatory framework, as well as mechanisms to enforce the legislation for improving the energy efficiency in the building sector;
• To facilitate the development of enhanced capacity of Belarusian specialists to implement and effectively enforce the new energy efficiency building standards and construction norms;
• To implement pilot projects to demonstrate the energy and cost-saving potential of new energy efficiency measures on the example of three residential buildings in Belarusian cities;
• To ensure awareness of industry experts and the general public on energy efficiency in the residential sector, establish monitoring mechanisms and replication to ensure the reproduction of the results of the project in Belarus and abroad.

Andrew Minenkov, Chief Science and Technology Policy and Foreign Economic Relations of the Department of Energy, stressed that as a result of the project, conditions will be created for reducing energy consumption in new buildings by at least 70% compared to the existing building stock constructed before 1993, and by 40% compared to buildings erected in accordance with current construction norms and thermal standards.
